This research seeks to provide a comprehensive analysis of the concept of civilian intervention as presented in the Nonviolence Dictionary, by examining its definition, objectives, and strategies, as well as exploring the concept of neutrality within this context.

It also examines the role of civil society organizations, local leaders, and women in activating and implementing civilian intervention, supported by a practical example from Northeastern Syria that demonstrates how this concept can be translated into an effective field practice.
